East Rhyl Coastal Defence Scheme

We are writing to update you on current project progress and our plan for the next four to six weeks as we continue to prepare for delivery of the Coastal Defence works.

As you may have seen on our project website, we commenced with construction of our main site compound off Marine Drive. This is progressing in line with current guidance on COVID-19 from the UK Government, Welsh Government and Construction Leadership Council. Works will continue for as long as we can ensure that we follow this guidance. With this in mind, we are planning to have this compound operational by the end of June 2020.

We have installed a vibration and noise monitor within this main compound and plan to install more as the work site expands. Noise and vibration are calibrated against the relevant standards; BS 6472 and BS 5228 respectively to ensure compliance throughout the scheme.

Due to the linear nature of the shoreline; the section of promenade between the Marine Drive compound and the actual workface at Splashpoint will be utilised to transport our materials and plant to the working area. To enable this, we need to ensure that the promenade is structurally suitable to take the loads imposed by the construction traffic, thus requiring protection work. Unfortunately, this means we need to close the promenade from the Pavilion Theatre to the East of Rhyl Golf Course from the 1st June 2020 through to Autumn 2022. You will find that it will be securely fenced off at either end and at each promenade access point to ensure we maintain health and safety standards for all. An approved signposted diversion will be in place to ensure anyone leaving the promenade will be able to continue their journey. The existing promenade will be reinstated following our works for you to enjoy.

An additional satellite compound will be built at the end of Garford Road. This will be used by the workforce as a welfare area throughout the duration of the project and as a storage area for some materials. Other than emergency services, Garford Road will not be used for accessing the compound at any time. To this end we will keep the floodgate at this location closed for the duration of the project.

We will establish a visitor drop in centre at Marine Drive compound where our local Public Liaison Officer will be based. The East Rhyl Coastal Defence Scheme will reduce the risk of coastal flooding in the Garford Road area of East Rhyl.

The East Rhyl Coastal Defence Scheme is led by Denbighshire County Council, with support from the Welsh Government. Balfour Beatty has been appointed as the main contractor to deliver the Coastal Defence Scheme, and is currently working with Denbighshire County Council, and the Environmental and Engineering Consultancy JBA Consulting through early design and development works.

The project will involve the construction of a rock revetment structure immediately in front of the existing sea wall, with improvements to the existing wall over a length of around four hundred metres, from Splash Point heading East.

The East Rhyl Project will expand upon the recently completed flood storage works completed by Denbighshire County Council since the coastal flood event in 2013.
